Do Wavering units still confer Inspiring special rule and other Auras if they have them?

Generally Yes.
There are some some units with special rules that can grant an Aura ability [Halfling Sauceror’s Gastromancy rule and TK Navigator’s Legacy of Oskan one for example) which explicitly state they don’t function if the unit is Disordered, which is one of the effects of being Wavered.
