Since it was queried, but not amended, in the run up to the release of the errata/faq, it must be a deliberate decision.
There are the odd infantry/cavalry heroes that don’t have Individual - the AD Hexcaster for example.
Fair enough, but still could be an oversight (a pretty silly one but anyway….)
Would just like someone in the Mantic rules team to confirm it. It’s an odd thing afterall
