Rules Query - Flyers starting in difficult terrain

If a flyer starts the turn in difficult terrain and declares a successful charge is it Hindered?

Confusion stems from these rules:

(pg.42 Red Book) Fly …The unit does not suffer Hindered charges for moving over Difficult Terrain or Obstacles, unless it ends the move within or touching them.

Only hinderd if it ends in difficult terrain or on an obstacle.

“Leaving” the difficult terrain counts as “moving over”.

"The unit can move over anything and may pivot while above anything, as long as the flying unit’s entire move ends clear of any units or Blocking Terrain. This includes Difficult Terrain the unit started in. The unit does not suffer Hindered charges for moving over Difficult Terrain or Obstacles, unless it ends the move within or touching them. "

They added a sentence into Fly rule in the Companion via the Errata
