Say my elohi finished a move step and I’m in range with the heavy and light canon on my broadside but not the close quarter and so I shoot the H and L. However, I complete another move step and end up in range with the close quarter gun on the same side. Can i then shoot this weapon?

No. Each weapon position can only shoot once per turn.
