The Scepter of Shadows upgrade allows the wicked miasma rule to be applied to core Elf units. Does allow the Impalers and Blade Dancers to be healed at 18" as per Wicked Miasma or can they only be healed at 6"?

Elf refers to the Elf keyword rather than the master list.
Yes, you may heal your impalers and blade dancers at 18’’.
